According to analyst Nikol Grigievsky from the American think tank Carnegie Endowment for International Peace, the purpose of this offer from the Russian president is to protect its allied country, as Russia does not want a change of government in Iran, especially if such a change could result in the establishment of a pro-Western government in Iran.
